Unigov

Lugar has called Unigov his most important achievement as mayor. A  form of consolidated city–county government, it administratively united the city of Indianapolis with Marion County. The area therefore had one mayor, one city council, and one budget. Many city and county services were combined, which increased efficiency, and the tax revenue was shared between the urban and suburban areas. The plan was not without controversy, especially when it was being considered by the Indiana State General Assembly, but it increased revenue, jobs, and businesses, and transformed the city.
