This is probably the first complete printing for submission to the States, preceded by official printings for use by the Constitutional Convention and Congress. The appended text includes the resolution to submit it to Congress (September 17), George Washington's letter of transmittal (September 17), and the Congressional resolution to submit it to the States (September 28).
