Press release from January 4, 1985: "Lugar Named Observer to Arms Control Group." Senator Lugar and nine other senators were organized by Senators Bob Dole (R-Kansas) and Robert Byrd (D-West Virginia) to form the bipartisan Arms Control Observer Group. The group of twelve senators traveled to Geneva, Switzerland in 1985 to oversee arms control treaty negotiations.
